Sadly, true. While early comics clearly imply (or outright state) that the blades were added to him when they covered his skeleton with adamantium, at some point in the 1990s someone thought “wouldn’t it be neat of Magneto ripped out Wolverine’s adamantium?” which then led to “but he wouldn’t be Wolverine without his claws,” which then led to “what if he had bone claws all along!” And that’s how comic books are made.
